Licensing and Permits for Tattooing and PMU Work in Alaska

Alaska offers four distinct pathways depending on your experience level and residency.

Standard Requirements for Alaska Tattooing and PMU Licenses

1. Education & Training Requirements

Alaska is one of the more rigorous states, requiring 1,000 total hours of training.

Hourly Breakdown:

  • Sanitation & Sterilization: 100 Hours
  • Anatomy & Physiology: 30 Hours
  • Skin Disorders: 10 Hours
  • Aftercare & Equipment: 120 Hours
  • Alaska Statutes/Regulations: 10 Hours
  • Remaining Hours: Technical practice and elective study.

Practical Operations: You must document 150 operations (50 observed, 50 participated, 50 performed independently).

If training was completed outside of Alaska, an “Affidavit Confirming Study of the Statute and Regulation Booklet” form must be submitted. The form and enrollment confirmation can be found here. If your Affidavit is approved, you might not have to take the state exam.

2. Mandatory Safety Certifications

Before submitting your application, you must provide proof of two specific certifications. This is the most common reason applications are delayed.

  • CPR Certification: Must be “Hands-on” training (American Red Cross or AHA equivalent).
  • Bloodborne Pathogens (BBP): Must be OSHA-compliant and specifically tailored for Body Art Professionals.

3. The Alaska State Exam

Once your 1,000 hours and BBP/CPR certs are approved:

  • Frequency: Every 4 weeks in Anchorage; every 8 weeks in Fairbanks/Juneau.
  • Deadline: All paperwork must be in 30 days prior to the exam date.
  • Out-of-State Artists: If you have already passed a written exam in another state, you may be eligible to bypass the Alaska exam via an Affidavit of Statute Study.

Applications For Artists Licensed in Other States

For those who worked in tattooing or PMU in a studio licensed in another state, it is possible to get initial licenses with less friction.

Standard fees apply.

  • You must have passed a written examination in the state in which you are currently licensed. If not, you will need to take the Alaska exam.
  • Provide verification and documentation of the training you receive outside of Alaska.
  • Provide verification of licensure and the Affidavit Confirming Study of the Statute and Regulation Booklet as well.
  • Submit a certified true copy of current bloodborne pathogen training and CPR training certifications.

Additional Public Health Regulations by County

Some counties require tattoo artists to be licensed by the county in addition to the state in order to operate.

Critical Legal Facts (Alaska Statutes)

  • Minor Policy: It is strictly illegal to tattoo a minor in Alaska, even with parental consent. This is a Class B Misdemeanor.
  • Scope of Practice: Your license is specific to the “Practice Area.” If you want to do both Tattooing and PMU, you often need separate certifications.
  • Aftercare: You are legally required to provide written aftercare instructions to every client.
